《中国电力行业年度发展报告2019》在京发布

为全面、客观(guan)反映电(dian)(dian)力(li)行业2018年度(du)发展与改革情况,服务电(dian)(dian)力(li)行业企(qi)业科学发展,日前,中国(guo)电(dian)(dian)力(li)企(qi)业联合会(hui)(以下(xia)(xia)简(jian)称“中电(dian)(dian)联”)在北京召开新闻发布会(hui),发布《中国(guo)电(dian)(dian)力(li)行业年度(du)发展报(bao)告2019》(以下(xia)(xia)简(jian)称“《行业发展报(bao)告2019》”)。

  据介绍,《行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)报告2019》共12章,通过(guo)深入分析和图文并貌的(de)展(zhan)(zhan)现形式(shi),全(quan)面(mian)反映2018年电力(li)行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)、改革与(yu)(yu)市(shi)场建(jian)设、投资与(yu)(yu)建(jian)设、生(sheng)产(chan)与(yu)(yu)供应、消费与(yu)(yu)供需、安全(quan)与(yu)(yu)可靠性、绿(lv)色发(fa)展(zhan)(zhan)、科(ke)技(ji)与(yu)(yu)信(xin)息化(hua)(hua)、电力(li)标(biao)准化(hua)(hua)、企业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)与(yu)(yu)经营、国际交流合作领(ling)域的(de)发(fa)展(zhan)(zhan)趋势与(yu)(yu)特点,突出行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)成绩,提出行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)存(cun)在(zai)的(de)主要问(wen)题,并进行(xing)(xing)(xing)了(le)(le)适度(du)展(zhan)(zhan)望。《行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)报告2019》附录列出了(le)(le)2018年电力(li)行(xing)(xing)(xing)业(ye)(ye)(ye)(ye)大(da)事记、电价、电力(li)生(sheng)产(chan)建(jian)设、大(da)型电力(li)企业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)经营等相关数据信(xin)息。

  《行业发(fa)展报告2019》指出,2018年,在以习近(jin)平同志为核心的(de)党(dang)中央坚(jian)强(qiang)领导下,电(dian)(dian)力行业以习近(jin)平新时代(dai)中国特(te)色社会(hui)主(zhu)义思想为指导,坚(jian)决(jue)落实党(dang)中央、国务院决(jue)策(ce)部署和“四个革命(ming)、一个合作”能(neng)源(yuan)安(an)全(quan)(quan)新战(zhan)略,按照高(gao)质(zhi)量(liang)发(fa)展的(de)根本要求,加大(da)电(dian)(dian)力结构调整力度,继续(xu)加快清(qing)洁能(neng)源(yuan)发(fa)展,促进跨(kua)区跨(kua)省送(song)电(dian)(dian),推进清(qing)洁能(neng)源(yuan)大(da)范围优化(hua)配置,推进终端(duan)能(neng)源(yuan)电(dian)(dian)气化(hua)利(li)用(yong)水平;深化(hua)电(dian)(dian)力体制(zhi)改革,大(da)力推进电(dian)(dian)力市场建(jian)设,推动电(dian)(dian)力科(ke)技创新;进一步(bu)加强(qiang)绿色发(fa)展,积(ji)极(ji)应对气候变化(hua);不(bu)断扩大(da)“一带一路”电(dian)(dian)力国际合作,持续(xu)构建(jian)清(qing)洁低碳、安(an)全(quan)(quan)高(gao)效的(de)现(xian)代(dai)能(neng)源(yuan)体系(xi)。2018年,电(dian)(dian)力行业发(fa)展呈现(xian)九大(da)特(te)征。

  一是电力供应能力持续增强,结构进一步优化。

  电(dian)(dian)网(wang)(wang)规(gui)模有所增(zeng)加。2018年(nian)(nian),全(quan)(quan)年(nian)(nian)新增(zeng)交流110千(qian)(qian)(qian)伏及以上(shang)输(shu)电(dian)(dian)线(xian)(xian)路(lu)(lu)长(zhang)度和(he)变电(dian)(dian)设备(bei)(bei)(bei)容(rong)量(liang)(liang)56973千(qian)(qian)(qian)米和(he)31024万(wan)(wan)千(qian)(qian)(qian)伏安(an),分(fen)别(bie)比(bi)上(shang)年(nian)(nian)下(xia)降1.9%和(he)4.8%;由于国家大气污染(ran)防(fang)治行动计划重点输(shu)电(dian)(dian)通道已陆续投产(chan),新增(zeng)直流输(shu)电(dian)(dian)线(xian)(xian)路(lu)(lu)和(he)换流容(rong)量(liang)(liang)分(fen)别(bie)为3325千(qian)(qian)(qian)米和(he)3200万(wan)(wan)千(qian)(qian)(qian)瓦(wa),比(bi)上(shang)年(nian)(nian)分(fen)别(bie)下(xia)降61.3%和(he)59.5%。截(jie)至(zhi)2018年(nian)(nian)年(nian)(nian)底,全(quan)(quan)国电(dian)(dian)网(wang)(wang)35千(qian)(qian)(qian)伏及以上(shang)输(shu)电(dian)(dian)线(xian)(xian)路(lu)(lu)回(hui)路(lu)(lu)长(zhang)度189万(wan)(wan)千(qian)(qian)(qian)米,比(bi)上(shang)年(nian)(nian)增(zeng)长(zhang)3.7%。其(qi)(qi)中,220千(qian)(qian)(qian)伏及以上(shang)输(shu)电(dian)(dian)线(xian)(xian)路(lu)(lu)回(hui)路(lu)(lu)长(zhang)度73万(wan)(wan)千(qian)(qian)(qian)米,比(bi)上(shang)年(nian)(nian)增(zeng)长(zhang)7.0%。全(quan)(quan)国电(dian)(dian)网(wang)(wang)35千(qian)(qian)(qian)伏及以上(shang)变电(dian)(dian)设备(bei)(bei)(bei)容(rong)量(liang)(liang)70亿千(qian)(qian)(qian)伏安(an),比(bi)上(shang)年(nian)(nian)增(zeng)长(zhang)5.4%。其(qi)(qi)中,220千(qian)(qian)(qian)伏及以上(shang)变电(dian)(dian)设备(bei)(bei)(bei)容(rong)量(liang)(liang)43亿千(qian)(qian)(qian)伏安(an),比(bi)上(shang)年(nian)(nian)增(zeng)长(zhang)6.0%。2018年(nian)(nian),全(quan)(quan)国共(gong)投产(chan)2条(tiao)直流跨区(qu)(qu)特高压线(xian)(xian)路(lu)(lu),新增(zeng)跨区(qu)(qu)输(shu)电(dian)(dian)能力(li)1500万(wan)(wan)千(qian)(qian)(qian)瓦(wa)。截(jie)至(zhi)2018年(nian)(nian)年(nian)(nian)底,全(quan)(quan)国跨区(qu)(qu)输(shu)电(dian)(dian)能力(li)达到(dao)13615万(wan)(wan)千(qian)(qian)(qian)瓦(wa),其(qi)(qi)中,交直流联网(wang)(wang)跨区(qu)(qu)输(shu)电(dian)(dian)能力(li)12281万(wan)(wan)千(qian)(qian)(qian)瓦(wa);跨区(qu)(qu)点对网(wang)(wang)送电(dian)(dian)能力(li)1334万(wan)(wan)千(qian)(qian)(qian)瓦(wa)。

  二是电力生产较快增长,生产运行安全可靠。

  全年发电(dian)(dian)用煤(mei)价格(ge)高位波动。2018年电(dian)(dian)煤(mei)供应量前(qian)紧后(hou)缓、总体平衡,全年发电(dian)(dian)用煤(mei)价格(ge)在波动中前(qian)高后(hou)稳(wen)。根据(ju)中电(dian)(dian)联电(dian)(dian)煤(mei)采(cai)购(gou)价格(ge)指(zhi)数CECI显示,2018年全年5500大卡现货成(cheng)交价格(ge)波动范(fan)围为560-752元/吨(dun)(dun)、综合(he)价波动范(fan)围为571-635元/吨(dun)(dun),平均综合(he)价均超过国(guo)家规定的绿色区间上限,国(guo)内(nei)煤(mei)电(dian)(dian)企(qi)业电(dian)(dian)煤(mei)采(cai)购(gou)成(cheng)本居高不下(xia)。

  弃(qi)(qi)风弃(qi)(qi)光问题继续得到(dao)改善(shan)。2018年(nian),在各级政府和全(quan)(quan)行业协同努力下,新能源发电(dian)消(xiao)纳进一步改善(shan)。全(quan)(quan)年(nian)全(quan)(quan)国弃(qi)(qi)风电(dian)量277亿(yi)千瓦时,平(ping)均弃(qi)(qi)风率(lv)7%,比(bi)上年(nian)下降5个百分点;全(quan)(quan)国弃(qi)(qi)光电(dian)量54.9亿(yi)千瓦时,平(ping)均弃(qi)(qi)光率(lv)3%,比(bi)上年(nian)下降2.8个百分点。

  并(bing)网(wang)风电(dian)设备利用小(xiao)(xiao)(xiao)时(shi)(shi)(shi)创2013年(nian)来(lai)最高。受(shou)电(dian)力消(xiao)费(fei)较(jiao)高增速(su)和部分流域来(lai)水较(jiao)少影响,火电(dian)、核电(dian)与新能源发电(dian)利用小(xiao)(xiao)(xiao)时(shi)(shi)(shi)同比(bi)(bi)(bi)提(ti)(ti)高较(jiao)多。其中,火电(dian)4378小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高159小(xiao)(xiao)(xiao)时(shi)(shi)(shi)(燃煤(mei)发电(dian)4495小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高183小(xiao)(xiao)(xiao)时(shi)(shi)(shi);燃气发电(dian)2767小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高6小(xiao)(xiao)(xiao)时(shi)(shi)(shi));核电(dian)7543小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高454小(xiao)(xiao)(xiao)时(shi)(shi)(shi);并(bing)网(wang)风电(dian)2103小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高155小(xiao)(xiao)(xiao)时(shi)(shi)(shi),为2013年(nian)以来(lai)最高;太阳能发电(dian)1230小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高25小(xiao)(xiao)(xiao)时(shi)(shi)(shi);水电(dian)3607小(xiao)(xiao)(xiao)时(shi)(shi)(shi),比(bi)(bi)(bi)上(shang)(shang)年(nian)提(ti)(ti)高10小(xiao)(xiao)(xiao)时(shi)(shi)(shi)。

  电(dian)(dian)(dian)(dian)(dian)力(li)生(sheng)产(chan)运行安全(quan)(quan)(quan)可(ke)(ke)(ke)(ke)靠。2018年(nian)(nian),全(quan)(quan)(quan)国未发生(sheng)较大以上电(dian)(dian)(dian)(dian)(dian)力(li)人身伤亡事故,未发生(sheng)电(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)统(tong)(tong)水电(dian)(dian)(dian)(dian)(dian)站大坝(ba)垮(kua)坝(ba)、漫坝(ba)以及(ji)(ji)(ji)对社会造(zao)成重大影响的(de)安全(quan)(quan)(quan)事件。电(dian)(dian)(dian)(dian)(dian)力(li)可(ke)(ke)(ke)(ke)靠性主要指标(biao)总体保持在较高(gao)水平(ping)。其中,4万千瓦(wa)及(ji)(ji)(ji)以上水电(dian)(dian)(dian)(dian)(dian)机(ji)组以及(ji)(ji)(ji)10万千瓦(wa)及(ji)(ji)(ji)以上煤电(dian)(dian)(dian)(dian)(dian)机(ji)组、燃气轮机(ji)组、核电(dian)(dian)(dian)(dian)(dian)机(ji)组的(de)等效(xiao)可(ke)(ke)(ke)(ke)用系(xi)(xi)数(shu)分(fen)(fen)别(bie)为92.30%、92.26%、92.47%、91.84%。除(chu)核电(dian)(dian)(dian)(dian)(dian)机(ji)组的(de)等效(xiao)可(ke)(ke)(ke)(ke)用系(xi)(xi)数(shu)提(ti)(ti)高(gao)0.74个(ge)(ge)百分(fen)(fen)点外,其他分(fen)(fen)别(bie)比上年(nian)(nian)下(xia)降0.25个(ge)(ge)、0.5个(ge)(ge)和(he)0.13个(ge)(ge)百分(fen)(fen)点。架空线路(lu)(lu)、变压器、断路(lu)(lu)器三类主要输变电(dian)(dian)(dian)(dian)(dian)设施的(de)可(ke)(ke)(ke)(ke)用系(xi)(xi)数(shu)分(fen)(fen)别(bie)为99.328%、99.741%、99.908%,均(jun)低于上年(nian)(nian)。直流输电(dian)(dian)(dian)(dian)(dian)系(xi)(xi)统(tong)(tong)合计能量可(ke)(ke)(ke)(ke)用率、能量利用率分(fen)(fen)别(bie)为92.15%、44.11%,分(fen)(fen)别(bie)比上年(nian)(nian)下(xia)降3.20个(ge)(ge)和(he)10.31个(ge)(ge)百分(fen)(fen)点;总计强(qiang)迫停(ting)运35次(ci)(ci),比上年(nian)(nian)增加2次(ci)(ci)。全(quan)(quan)(quan)国10(6、20)千伏(fu)供电(dian)(dian)(dian)(dian)(dian)系(xi)(xi)统(tong)(tong)用户(hu)平(ping)均(jun)供电(dian)(dian)(dian)(dian)(dian)可(ke)(ke)(ke)(ke)靠率为99.820%,比上年(nian)(nian)提(ti)(ti)高(gao)0.006个(ge)(ge)百分(fen)(fen)点;用户(hu)平(ping)均(jun)停(ting)电(dian)(dian)(dian)(dian)(dian)时(shi)间(jian)15.75小(xiao)时(shi)/户(hu),比上年(nian)(nian)减少0.52小(xiao)时(shi)/户(hu);用户(hu)平(ping)均(jun)停(ting)电(dian)(dian)(dian)(dian)(dian)频率3.28次(ci)(ci)/户(hu),与上年(nian)(nian)持平(ping)。

  三是全社会用电较快增长,电力供需总体平衡。

  全(quan)(quan)社(she)会(hui)(hui)用(yong)(yong)电较快(kuai)增长(zhang)(zhang)(zhang)(zhang)。在宏观(guan)经济运行总体平稳、服(fu)务业(ye)和(he)高(gao)新技术及装备制造(zao)业(ye)较快(kuai)发展、冬季寒(han)潮(chao)和(he)夏季高(gao)温(wen)、电能替代快(kuai)速(su)推广、城(cheng)农网改造(zao)升级释(shi)放(fang)电力(li)需求(qiu)等(deng)因素(su)综合影(ying)响(xiang)下(xia),全(quan)(quan)社(she)会(hui)(hui)用(yong)(yong)电实现较快(kuai)增长(zhang)(zhang)(zhang)(zhang)。2018年(nian)(nian)(nian),全(quan)(quan)国(guo)全(quan)(quan)社(she)会(hui)(hui)用(yong)(yong)电量69002亿(yi)千瓦时,比(bi)(bi)上(shang)(shang)年(nian)(nian)(nian)增长(zhang)(zhang)(zhang)(zhang)8.4%,为(wei)2012年(nian)(nian)(nian)以来(lai)最高(gao)增速(su),增速(su)比(bi)(bi)上(shang)(shang)年(nian)(nian)(nian)提(ti)高(gao)1.8个(ge)(ge)百(bai)分(fen)点(dian)。其中(zhong),第(di)(di)一、第(di)(di)二(er)、第(di)(di)三(san)产(chan)业(ye)和(he)城(cheng)乡居民(min)用(yong)(yong)电量分(fen)别比(bi)(bi)上(shang)(shang)年(nian)(nian)(nian)增长(zhang)(zhang)(zhang)(zhang)9.0%、7.1%、12.9%和(he)10.3%。第(di)(di)二(er)产(chan)业(ye)用(yong)(yong)电量依(yi)然是(shi)拉动全(quan)(quan)社(she)会(hui)(hui)用(yong)(yong)电量增长(zhang)(zhang)(zhang)(zhang)的主力(li),拉动5.0个(ge)(ge)百(bai)分(fen)点(dian),比(bi)(bi)上(shang)(shang)年(nian)(nian)(nian)提(ti)高(gao)1.1个(ge)(ge)百(bai)分(fen)点(dian);第(di)(di)三(san)产(chan)业(ye)和(he)城(cheng)乡居民(min)生活用(yong)(yong)电量继续保持快(kuai)速(su)增长(zhang)(zhang)(zhang)(zhang),对全(quan)(quan)社(she)会(hui)(hui)用(yong)(yong)电量增长(zhang)(zhang)(zhang)(zhang)的拉动力(li)分(fen)别比(bi)(bi)上(shang)(shang)年(nian)(nian)(nian)提(ti)高(gao)0.5和(he)0.4个(ge)(ge)百(bai)分(fen)点(dian)。

  电(dian)(dian)能替代(dai)(dai)快速推广。2018年(nian)(nian)(nian),全年(nian)(nian)(nian)累(lei)计完成(cheng)(cheng)替代(dai)(dai)电(dian)(dian)量(liang)(liang)1557.6亿(yi)千瓦(wa)时,比上年(nian)(nian)(nian)增长21.1%。其中,全国工(gong)(农)业(ye)生产制造领(ling)域(yu)完成(cheng)(cheng)替代(dai)(dai)电(dian)(dian)量(liang)(liang)968.0亿(yi)千瓦(wa)时,约占总替代(dai)(dai)电(dian)(dian)量(liang)(liang)的62.2%;居民取暖(nuan)、交通运输、能源生产供应(ying)与(yu)消费等(deng)领(ling)域(yu)电(dian)(dian)能替代(dai)(dai)也(ye)在(zai)快速推广,替代(dai)(dai)电(dian)(dian)量(liang)(liang)逐(zhu)年(nian)(nian)(nian)提高。

  电(dian)力(li)(li)终端新(xin)业态正在培育。综(zong)合能(neng)(neng)源(yuan)(yuan)、电(dian)力(li)(li)系统储能(neng)(neng)与(yu)电(dian)动(dong)汽车(che)充(chong)电(dian)等电(dian)力(li)(li)终端新(xin)业态在技术和商(shang)业化应用方(fang)面得到较(jiao)快(kuai)发(fa)展(zhan)。截至2018年年底,国(guo)家能(neng)(neng)源(yuan)(yuan)局公布的首批55个“互(hu)联(lian)网+”智慧能(neng)(neng)源(yuan)(yuan)(能(neng)(neng)源(yuan)(yuan)互(hu)联(lian)网)示(shi)范(fan)项目、23个多(duo)能(neng)(neng)互(hu)补集成(cheng)优(you)化示(shi)范(fan)工程项目和28个新(xin)能(neng)(neng)源(yuan)(yuan)微电(dian)网示(shi)范(fan)项目,正在试点实践。

  电(dian)力(li)需求(qiu)侧管(guan)理(li)进一步深(shen)化(hua)。2018年,各级政府部门、行业(ye)协会、电(dian)力(li)企业(ye)深(shen)化(hua)电(dian)力(li)需求(qiu)侧管(guan)理(li)。各地通过积(ji)极(ji)探(tan)索、实施(shi)需求(qiu)侧响应,最大(da)削减高峰电(dian)力(li)1245万(wan)千(qian)(qian)瓦。电(dian)网企业(ye)实施(shi)送变电(dian)系统节电(dian)和推(tui)动社(she)会各领域企业(ye)节电(dian)等措(cuo)施(shi),全年合(he)计完成节约电(dian)量163亿千(qian)(qian)瓦时,节约电(dian)力(li)431万(wan)千(qian)(qian)瓦。

  电(dian)(dian)力(li)供需(xu)形势总(zong)(zong)体平(ping)衡(heng)。2018年,全国(guo)电(dian)(dian)力(li)供需(xu)形势从前两年的总(zong)(zong)体宽松转(zhuan)为总(zong)(zong)体平(ping)衡(heng)。其(qi)中,东北(bei)和(he)西北(bei)区(qu)域电(dian)(dian)力(li)供应能力(li)富(fu)余;华北(bei)、华东、华中和(he)南方区(qu)域电(dian)(dian)力(li)供需(xu)总(zong)(zong)体平(ping)衡(heng);部分地区(qu)受年初大(da)范围雨雪天气(qi)、夏季持续高(gao)温天气(qi)、部分时段(duan)燃料供应偏紧等(deng)因素影(ying)响,局部时段(duan)电(dian)(dian)力(li)供需(xu)平(ping)衡(heng)偏紧。

  四是电力绿色发展水平不断提高,节能减排取得新成绩。

  污染物排(pai)(pai)放(fang)进(jin)一步降低(di)(di)。2018年(nian),全国电(dian)(dian)力烟尘、二(er)氧(yang)化(hua)(hua)硫、氮(dan)氧(yang)化(hua)(hua)物排(pai)(pai)放(fang)量(liang)分别(bie)约(yue)(yue)为21万(wan)吨(dun)、99万(wan)吨(dun)、96万(wan)吨(dun),分别(bie)比上(shang)年(nian)下降约(yue)(yue)为19.2%、17.5%、15.8%;每(mei)千瓦(wa)(wa)时火(huo)电(dian)(dian)发(fa)电(dian)(dian)量(liang)烟尘、二(er)氧(yang)化(hua)(hua)硫、氮(dan)氧(yang)化(hua)(hua)物排(pai)(pai)放(fang)量(liang)约(yue)(yue)为0.04克(ke)(ke)(ke)、0.20克(ke)(ke)(ke)、0.19克(ke)(ke)(ke),分别(bie)比上(shang)年(nian)下降0.02克(ke)(ke)(ke)、0.06克(ke)(ke)(ke)、0.06克(ke)(ke)(ke)。火(huo)电(dian)(dian)单位发(fa)电(dian)(dian)量(liang)废(fei)水(shui)排(pai)(pai)放(fang)量(liang)为0.06千克(ke)(ke)(ke)/千瓦(wa)(wa)时,与(yu)上(shang)年(nian)持(chi)平。截至2018年(nian)年(nian)底,达到超低(di)(di)排(pai)(pai)放(fang)限值的(de)煤电(dian)(dian)机组约(yue)(yue)8.1亿千瓦(wa)(wa),约(yue)(yue)占全国煤电(dian)(dian)总(zong)装(zhuang)机容量(liang)80%;东、中部地区(qu)基本实现超低(di)(di)排(pai)(pai)放(fang)改造,河南、安(an)徽、甘(gan)肃等省份提前完(wan)成超低(di)(di)排(pai)(pai)放(fang)改造目标。

  碳(tan)(tan)排放(fang)强度持(chi)续(xu)降(jiang)低。2018年(nian)(nian),全国单位火电发电量(liang)(liang)二(er)(er)氧(yang)化(hua)碳(tan)(tan)排放(fang)约为(wei)841克(ke)/千瓦时(shi),比(bi)2005年(nian)(nian)下降(jiang)19.4%;单位发电量(liang)(liang)二(er)(er)氧(yang)化(hua)碳(tan)(tan)排放(fang)约为(wei)592克(ke)/千瓦时(shi),比(bi)2005年(nian)(nian)下降(jiang)30.1%。以2005年(nian)(nian)为(wei)基准年(nian)(nian),2006-2018年(nian)(nian),通过(guo)发展非化(hua)石能(neng)源、降(jiang)低供(gong)电煤(mei)(mei)耗和线(xian)损率等措(cuo)施,电力(li)行业累计减少二(er)(er)氧(yang)化(hua)碳(tan)(tan)排放(fang)约136.8亿吨,有(you)效减缓了电力(li)二(er)(er)氧(yang)化(hua)碳(tan)(tan)排放(fang)总量(liang)(liang)的(de)增(zeng)长。其中(zhong),供(gong)电煤(mei)(mei)耗降(jiang)低对电力(li)行业二(er)(er)氧(yang)化(hua)碳(tan)(tan)减排贡献率为(wei)44%,非化(hua)石能(neng)源发展贡献率为(wei)54%。

  五是科技创新取得新进展,电力建设与运行技术水平持续提升。

  六是标准化工作扎实推进,标准国际化取得新进展。

  标(biao)准(zhun)(zhun)制(zhi)修(xiu)订步伐进一步加快。经批准(zhun)(zhun),全年(nian)发(fa)布(bu)电力相(xiang)关标(biao)准(zhun)(zhun)共492项。其(qi)中,国家标(biao)准(zhun)(zhun)49项,行(xing)业标(biao)准(zhun)(zhun)323项,行(xing)业标(biao)准(zhun)(zhun)英文版46项,中电联标(biao)准(zhun)(zhun)74项。

  电(dian)(dian)动汽(qi)车充(chong)电(dian)(dian)设施(shi)标准(zhun)(zhun)国(guo)际影响力进一步提升。中电(dian)(dian)联(lian)与日(ri)本电(dian)(dian)动汽(qi)车用快速充(chong)电(dian)(dian)器协会签署电(dian)(dian)动汽(qi)车充(chong)电(dian)(dian)设施(shi)领域技术(shu)和标准(zhun)(zhun)合作(zuo)谅解(jie)备(bei)忘(wang)录,启动中日(ri)双方在(zai)电(dian)(dian)动汽(qi)车充(chong)电(dian)(dian)设施(shi)领域的(de)合作(zuo);中电(dian)(dian)联(lian)牵头编(bian)制的(de)《电(dian)(dian)动汽(qi)车充(chong)电(dian)(dian)漫(man)游信(xin)息(xi)交互系(xi)列国(guo)际标准(zhun)(zhun)第一部分:通用要求》(IEC 63119-1)首次上升为(wei)国(guo)际标准(zhun)(zhun)。

  七是电力改革继续推进,电力市场加快建设。

  完成首(shou)个周期(qi)的(de)(de)输(shu)配电价(jia)核定。2018年,在建立(li)起覆盖(gai)省级电网(wang)(wang)、区(qu)域电网(wang)(wang)、跨(kua)省跨(kua)区(qu)输(shu)电工程、地方电网(wang)(wang)、增量配电网(wang)(wang)的(de)(de)全(quan)环节输(shu)配电价(jia)格(ge)(ge)监管制(zhi)度框架基(ji)础上,华(hua)北、东(dong)北、华(hua)东(dong)、华(hua)中、西北五大区(qu)域电网(wang)(wang)首(shou)个周期(qi)的(de)(de)两部(bu)制(zhi)输(shu)配电价(jia)和(he)24条跨(kua)省跨(kua)区(qu)专项工程输(shu)电价(jia)格(ge)(ge)陆续(xu)核定完毕(bi)(bi),累计核减(jian)电网(wang)(wang)企(qi)业准(zhun)许(xu)收入约600亿(yi)元,促进了跨(kua)省跨(kua)区(qu)电力交易。历时4年的(de)(de)首(shou)个周期(qi)输(shu)配电定价(jia)成本监审(shen)完毕(bi)(bi)。

  超额完成一般(ban)工(gong)(gong)商业(ye)电(dian)(dian)价下(xia)降(jiang)(jiang)(jiang)10%任务(wu)。各(ge)方积(ji)极贯彻中央关于供(gong)给侧改(gai)革的精神(shen),具体落(luo)实(shi)全(quan)年全(quan)国降(jiang)(jiang)(jiang)低一般(ban)工(gong)(gong)商业(ye)电(dian)(dian)价10%的目标。通过中央财(cai)政降(jiang)(jiang)(jiang)低国家重(zhong)大水(shui)利(li)(li)工(gong)(gong)程(cheng)建设基金征收标准、释(shi)放减税红利(li)(li),电(dian)(dian)网(wang)企业(ye)推(tui)进区域电(dian)(dian)网(wang)和跨区跨省专项输电(dian)(dian)价改(gai)革、灵活(huo)实(shi)施两部制电(dian)(dian)价,地方政府(fu)多渠道自筹等十项降(jiang)(jiang)(jiang)价清费(fei)措施,分四(si)批合计降(jiang)(jiang)(jiang)低用户用电(dian)(dian)成本1257.91亿元,平均降(jiang)(jiang)(jiang)低0.0789元/千瓦(wa)时,全(quan)国平均降(jiang)(jiang)(jiang)幅达到10.11%。

  不(bu)断(duan)完(wan)善增量(liang)配电业(ye)务改革试点各项政(zheng)策(ce)。通过(guo)组织督导调(diao)研,梳理前(qian)三批增量(liang)配电试点项目落地存(cun)在的问(wen)题,国(guo)家发展(zhan)改革委(wei)和国(guo)家能源局陆(lu)续出(chu)台了电力(li)业(ye)务许可、配电区域划(hua)分等方面的政(zheng)策(ce)文件,加(jia)快(kuai)了增量(liang)配电试点有序落地进程,同(tong)时(shi),部署了第四批试点项目申报工(gong)作。

  市(shi)(shi)场(chang)交易电(dian)量(liang)比(bi)重(zhong)大(da)幅提高(gao)。2018年,全国(guo)各地市(shi)(shi)场(chang)主体(ti)参与市(shi)(shi)场(chang)的(de)(de)数量(liang)进一步扩大(da),煤炭、钢铁、有色、建材四个(ge)(ge)行(xing)业(ye)电(dian)力用户用电(dian)计(ji)划(hua)放开,全国(guo)电(dian)力市(shi)(shi)场(chang)交易电(dian)量(liang)规模(mo)再上新台(tai)阶。全年合计(ji)交易电(dian)量(liang)20654亿千瓦时,比(bi)上年增长26.5%。市(shi)(shi)场(chang)交易电(dian)量(liang)分别占全社会用电(dian)量(liang)和(he)电(dian)网企业(ye)销售电(dian)量(liang)比(bi)重(zhong)的(de)(de)30.2%和(he)37.1%,比(bi)上年分别提高(gao)4.3个(ge)(ge)百分点和(he)5个(ge)(ge)百分点。

  电力(li)现(xian)货(huo)市(shi)(shi)场(chang)(chang)建设试(shi)(shi)点(dian)(dian)稳(wen)妥推进。按照国(guo)家(jia)(jia)发(fa)展改革(ge)委、国(guo)家(jia)(jia)能源局(ju)加快推进电力(li)现(xian)货(huo)试(shi)(shi)点(dian)(dian)工作要求,2018年8月,南方(fang)(以广东起步)电力(li)现(xian)货(huo)市(shi)(shi)场(chang)(chang)启动试(shi)(shi)运行(xing),成(cheng)为全国(guo)首个投入试(shi)(shi)运行(xing)的(de)电力(li)现(xian)货(huo)市(shi)(shi)场(chang)(chang)。为推动电力(li)现(xian)货(huo)市(shi)(shi)场(chang)(chang)建设试(shi)(shi)点(dian)(dian)尽快取(qu)得(de)实(shi)质性突(tu)破,国(guo)家(jia)(jia)发(fa)展改革(ge)委、能源局(ju)建立了对8个试(shi)(shi)点(dian)(dian)的(de)联系协调机制,甘(gan)肃、山(shan)西电力(li)现(xian)货(huo)市(shi)(shi)场(chang)(chang)于12月启动试(shi)(shi)运行(xing)。

  八是电力企业资产总额增速回落,负债率同比降低。

  资产(chan)总(zong)额(e)增(zeng)(zeng)速(su)降(jiang)(jiang)低(di)。根据国(guo)家(jia)统计局统计,截(jie)至2018年年底(di),全国(guo)规模以上(shang)电(dian)力企(qi)业(ye)资产(chan)总(zong)额(e)140408亿元,比(bi)上(shang)年增(zeng)(zeng)长(zhang)(zhang)2.7%,增(zeng)(zeng)速(su)比(bi)上(shang)年下降(jiang)(jiang)1.8个(ge)百分(fen)点。其(qi)中,电(dian)力供应(ying)企(qi)业(ye)资产(chan)总(zong)额(e)比(bi)上(shang)年增(zeng)(zeng)长(zhang)(zhang)4.2%;发电(dian)企(qi)业(ye)资产(chan)总(zong)额(e)比(bi)上(shang)年增(zeng)(zeng)长(zhang)(zhang)1.5%(其(qi)中,火电(dian)企(qi)业(ye)资产(chan)总(zong)额(e)比(bi)上(shang)年下降(jiang)(jiang)1.8%)。

  企业负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率下(xia)降(jiang)(jiang)。规模以上(shang)电(dian)力企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率60.2%,比上(shang)年下(xia)降(jiang)(jiang)1.1个(ge)百分(fen)点。其中,电(dian)力供应企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率比上(shang)年下(xia)降(jiang)(jiang)1.6个(ge)百分(fen)点,发电(dian)企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率比上(shang)年下(xia)降(jiang)(jiang)0.6个(ge)百分(fen)点。发电(dian)企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率降(jiang)(jiang)低主要(yao)是(shi)太阳能发电(dian)、风电(dian)、水电(dian)、核电(dian)企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率分(fen)别下(xia)降(jiang)(jiang)1.5、1.4、1.3和0.9个(ge)百分(fen)点,火电(dian)企业资(zi)产(chan)(chan)负(fu)(fu)债(zhai)(zhai)(zhai)(zhai)率与上(shang)年持平。

  电(dian)力供应(ying)企业(ye)利润(run)下降(jiang)。规模以(yi)上(shang)(shang)(shang)电(dian)力企业(ye)利润(run)总(zong)额(e)3231亿(yi)元(yuan),比上(shang)(shang)(shang)年(nian)增(zeng)(zeng)长3.1%。其中,电(dian)力供应(ying)企业(ye)贯彻(che)落实2018年(nian)政府工(gong)作报(bao)告中提(ti)出的一般工(gong)商业(ye)电(dian)价(jia)平均降(jiang)低(di)10%要求(qiu),向用(yong)电(dian)企业(ye)让利后,利润(run)比上(shang)(shang)(shang)年(nian)下降(jiang)24.3%。在上(shang)(shang)(shang)年(nian)基数低(di)以(yi)及发电(dian)量较(jiao)快增(zeng)(zeng)长的拉(la)动下,发电(dian)企业(ye)实现利润(run)总(zong)额(e)2210亿(yi)元(yuan),比上(shang)(shang)(shang)年(nian)增(zeng)(zeng)长23.8%。其中,火力发电(dian)企业(ye)实现利润(run)323亿(yi)元(yuan),但(dan)亏损面仍然较(jiao)高(为(wei)43.8%);风电(dian)、太阳能发电(dian)和(he)核电(dian)利润(run)增(zeng)(zeng)速均超过20.0%,但(dan)风电(dian)、太阳能发电(dian)由于补贴(tie)不及时到位,企业(ye)账面利润(run)短期内难(nan)以(yi)转化为(wei)实际资(zi)金(jin)流,导致资(zi)金(jin)周转困(kun)难(nan)。

  九是全球能源互联网加快推进,“一带一路”电力合作呈现新亮点。

  积极开(kai)展“一(yi)(yi)带一(yi)(yi)路”合(he)作。2018年,我(wo)国(guo)主(zhu)要电力(li)企业(ye)参与(yu)“一(yi)(yi)带一(yi)(yi)路”国(guo)际合(he)作实(shi)际完成(cheng)投资(zi)(zi)约(yue)28亿(yi)(yi)美元,涉及(ji)沿线亚洲(zhou)(zhou)和欧洲(zhou)(zhou)8个国(guo)家(jia),直接(jie)创造(zao)6700个当地就(jiu)业(ye)岗位。新签(qian)工程承包合(he)同(tong)项目共128个,涉及(ji)沿线30个国(guo)家(jia)地区(qu)(qu),合(he)同(tong)金(jin)额255.5亿(yi)(yi)美元。为保障“一(yi)(yi)带一(yi)(yi)路”建(jian)设顺(shun)利(li)实(shi)施(shi),各电力(li)企业(ye)不断创新“一(yi)(yi)带一(yi)(yi)路”建(jian)设合(he)作机制,与(yu)相关国(guo)家(jia)或(huo)地区(qu)(qu)磋(cuo)商建(jian)立(li)共同(tong)的(de)投资(zi)(zi)风险防范体系。
